In our nightmares, we always imagined the next world war would be nuclear, carried out with intercontinental ballistic missiles. But reality doesn’t mirror our nightmares.
The new world warriors don’t wear uniforms, but jeans. They don’t set off nuclear warheads, but suicide bomb belts on their waists. They don’t destroy swathes of land, but our sense of freedom and security.
In the aftermath of the Paris massacre, it’s no longer a matter of lone perpetrators. To call it a “terrorist attack” is to downplay it. The situation is more disastrous and more immense than outraged heads of government might suggest. We are not just victims of a terrorist attack; we are at war.
Last Friday’s assassins bear sole responsibility for their inhuman deeds and must be made to pay for their crimes. But the West shares some responsibility for the hostile climate.
Of the 1.3 million lives taken by conflicts from Afghanistan to Iraq to Syria, the invasion of Iraq alone – a campaign based on false premises and contrary to international law – left 800,000 people dead. The majority of victims were peace-loving Muslims, not terrorists. Saddam Hussein was a dictator, but he was verifiably not involved in the attack on the World Trade Center. “You can’t say that those of us who removed Saddam in 2003 bear no responsibility for the situation in 2015,” said Tony Blair, once a willing fighter on the side of the Bush-Cheney corps.
The political scientist Samuel Huntington had warned Blair and other Western leaders before 9/11 they would never be able to impose Western values on Mideast cultures. Americans and Brits tried to do just that when they invaded Bagdad with their battle cry of “regime change.” They fought for Western values by discrediting them. They called out “freedom” and helped to create a world in chaos.
“We will be merciless,” assured French President François Hollande, once again seemingly turned to stone, as he sent his air force to Syria Sunday night to bomb Islamic State positions. A publisher of German daily Frankfurter Allgemeine Zeitung expressed hope the heads of German government would show “a rigid face” in backing such a response. The head of Germany’s Axel Springer media group, Mathias Döpfner, called for a “radicalization of the mainstream middle class.”
But the high costs of absolutist retribution, the deliberate lack of understanding of the other side, the fiery speeches for domestic consumption, the bomb squadrons hastily set into motion, all has brought us to where we are today in this clash of civilizations. That’s not how you end terrorism; that’s how you stoke the fire even more. That’s not how you create peace; that’s how you breed suicide bombers. Western countries’ mainstream middle class should not radicalize itself, but be reminded of its civil citizens’ greatest virtues: prudence and nonviolence.
After the Paris attacks, taking on more responsibility can only mean a greater degree of reflectiveness. Armed forces and intelligence services have to do their work, but politics and society do as well. And none of them are the others’ henchmen.
The blinded terrorists, in their delusions, are not reachable for Obama, Merkel and Hollande. But the puppet masters, their financiers and accomplices, may be. That means the buzzwords for the next months cannot be “fight” or “surrender,” but “order,” “respect” and “moderation.” There are more palatable alternatives to military escalation. Germany doesn’t need a rigid face at the top, but a cool head.
